No, we are afraid not. Degree theses, master’s theses and graduation reports can be viewed, but not borrowed.
For copying, the author’s consent is required. For details on obtaining consent, please ask at the counter.

Why is the author’s consent required for copying?

Unlike other materials in the Library, these papers are generally not published material.
According to copyright law, consent from the author is required to copy even a single page of unpublished materials.
